Subaru Outback Leaking from Hatchback door?

I have an 01 subaru outback. Whenever you open the hatchback, where they have the little panels that open up and you can get to the wiring for the tail lights water comes rushing out, even if it hasnt rained lately. Is this just poor insulation or worn down insulation? If its something thats not worth it to get it fixed, I would like to know before taking it to my mechanic. Has anyone had this issue?
