Does it cost restaurant anymore to have online ordering?

If it doesn't cost anymore to have online ordering I can't see why every restaurant wouldn't have it available. At this point Chili's or Smokey Bones offers online ordering but Applebee's or Outback Steakhouse doesn't. Are there any disadvantages or extra costs for restaurants to offer online ordering and if not shouldn't all places let us place online orders?
