My car makes a ringing noise?

Hi, my Subaru Outback 2001 model makes a kind of distinct ringing noise like a small bell when driving past the 3 on the RPM meter i noticed. Is this just usual for all cars? I doubt it but any idea what it could be? I want to do some work to it but need to start out by finding what this noise source is.
