Subaru Impreza 1999, mushy brakes?

I changed the front brakes on my Father's 1999 Subaru Impreza Outback yesterday, and they feel mushy, especially for brand new pads, and they go all the way down to the floor when pushed it. It feels like they need to be bled badly, but I bled both the front brakes multiple times yesterday. Why would his brakes feel so soft? they don't stop on a dime either like new brakes should, what could be wrong? A leak in the brake line letting air in? Im not sure, thanks in advance for you help
